ManualUnitPrice holds the per-item formula result. The previous code
incorrectly treated it as the batch total and divided by Quantity,
causing the unit price to shrink as quantity increased. Now follows
the same pattern as every other ManualUnitPrice path in this method.

Custom powder/incoming powder material cost now flows into a separate
auto-generated 'Custom Powder Order' line item instead of rolling into
individual item prices, so users can add shipping charges before the
customer sees the total. A dashed yellow preview card in the wizard
shows the material cost and lets users edit the total (including shipping)
before saving. After first save the price is user-owned.
Also fixes a fatal CSV import crash when FinalPrice contains a non-numeric
value (e.g. 'false' from a spreadsheet formula): the job CSV importer now
streams rows one at a time with a lenient decimal converter, treating bad
values as $0 with a per-row warning instead of aborting the entire import.
Updated HelpKnowledgeBase.cs and Help articles (Jobs, Quotes) with
Custom Powder Order behavior and a new Data Import / Export section.

fabricated items (roof curbs, enclosures, welded frames). Templates support
two output modes — FixedRate (formula yields a dollar amount) and SurfaceAreaSqFt
(formula yields sq ft fed into the standard coating engine). Includes:

- PricingCalculationService: removed duplicate catalog fast-path in CalculateQuoteTotalsAsync that bypassed CalculateQuoteItemPriceAsync (and thus ignored PowderCostOverride); all items now go through the single authoritative path

The flag should default off (catalog DefaultPrice used as-is) but remain
functional so users can opt in when a job needs exceptional prep time
(e.g. 120-min outgassing vs. the typical 30 min baked into the catalog price).
Previous commit removed this entirely — restoring with correct default behavior.

Catalog DefaultPrice is always the base price — removed the IncludePrepCost
gate that was adding prep service labor on top of catalog items. PrepServices
on catalog items exist for scheduling purposes only, not pricing.
Also fixed Razor syntax bug in Details.cshtml where @(expr).ToString("F1")
rendered the raw decimal followed by the literal string ".ToString("F1")"
instead of the formatted value.

Adds MonthlyRent, MonthlyUtilities, and MonthlyBillableHours to CompanyOperatingCosts so fixed shop occupancy costs are recovered on every quote. The pricing engine converts these into a per-hour rate and applies it as a transparent "Facility Overhead" line between oven batch cost and shop supplies. UI added in Company Settings Operating Costs tab and Setup Wizard Step 3; migration AddFacilityOverheadFields applied. Help docs and AI knowledge base updated to cover the new fields and the revised quote pricing calculation order.
